I guess you misread that statement, or it wasn't adequately clear. The point was that a good candidate for experimenting with use of semantic enhancements would be one that currently suffers from usability problems. One thing semantic web technologies have the potential to do is to solve problems organizations may have with data/document stores that are currently hard for employees to search or to find semantically related content.</description>
