The problem with your suggestion is that the browser saves the HTML as a bunch of separate files--the HTML, the graphics, the CSS style sheet, the JavaScript, etc.  You can't email a folder to someone and expect them to "install" and use it.  That's why the web archive format was created, which I discuss in the article.

To the two readers who correctly point out the troubles Microsoft is having in Europe over PDF, you're right... it's too late for Microsoft to do this the right way.  They should have done what Apple did, back before Mac OS X:  They simply bit the bullet and licensed the Acrobat reader from Adobe, so it was installed with every Mac.  With one notable exception (Flash), Microsoft has been loathe to adopt file formats from any outside parties--no matter how good.  They always try to take over the market the other company created by building a competing format that's functionally (nearly) equivalent.  In the case of PDF, they thought Microsoft Office formats would do.  Now they realize that's no good, and they simply need to come to an agreement with Adobe to license the PDF reader.  No more bundling, please.</description>

It just saves the page as the HTML source so regardless of whose cookies took you where, whatever is displayed will be saved. You can recall it at any time (assuming the website is still around) and if you wanted to email it I bet that the file size would be thinner than your PDF.

Pages doesn't, nor Word, and not even the full Pro version of Adobe Acrobat will either.

But there is, I've discovered, a nifty little open source programme called HTMLdoc. It gives lot's of options for creating PDF's and best of all it creates them with all the original embedded links in place!

Having moaned about this so many times beforeI'm really sure there are lot's of folk who will find this useful.</description>
